Yes, we see the issue on the GIF but we can’t reproduce it on our localhost installation. Since you have this problem only on your PC and it works correctly on the web hosting you need to find the difference between them to see what is it caused by. Try to do the following things and check how it will work after each step
1. Switch to default wordpress theme
2. Disable all plugins except Visual Composer
3. Try in different browser and from other laptop or PC (if possible)
4. Check if you have made any additional code customization and remove them.
