1. You can easily remove margin or even set it to a negative value for your last row on the page with Visual Composer builder.
2. Visual Composer will help you to achieve this also 
You can edit your home page, switch to default editor, select “Text” tab and simply copy your page content. Then past it to another page and leave only the row you need (with text block over image).
